Water Shapeshifting, Weak Power over Water (there's a catch to
both)

He is found about five feet tall-- yes,
quite short for a "Human" fellow with the skin as pale as a cloud,
and eyes as blue as the sea. His hair is a dark, dark blue- almost
black, like the depths of the ocean. And though his height is so very
short, his body weight is very high-- but thin is his figure.
His nose can be defined as sharp, and it didn't help
that his high cheek "bones" completed his face. His hair is left
short and isn't styled. He felt it looked okay,
that way.
His feet are a whopping... size 9 women's at the bottom of his
awkwardly thin legs.
The clothing he can be found in consist of mostly tight fitting and
plain, adorned with a navy blue scarf... always, and his shoes are
tied -VERY- tight, to the point where it's even painful for his
feet, but he likes it that way.
He happens to be outgoing and shy-- a two in one deal in this
boy, as he is a penguin when talking to guys but is a socialite when
speaking to women. As just implied, he fears no woman's rejection
because women are women, though men are a different tale. Rejection
from a man is rejection from the dating scene, and he can not handle
such a thought.

•Truth, Not Lies•
Deep, deep, -deep-, -deeeeep- down
in the depths of the ocean where the pressure is overwhelming as if
to collapse in itself had finally merged into one 'body' of water. A
separate one (think oil and water). The 'body' had risen more and
more, but kept its own shape and pressure. So basically, the little
fishies that swam into it got crushed up and spat out.
This had been all until it had risen to the surface. A witch
who had an everliving passion for life had seen this body of water
as it was clouded with fish blood and kept a solid spherical form.
Potential for life was the thought when she had at last cast to the
water a spell which would shape a human, though it was entirely made
of the crimson water, and only stood to be five feet tall.
It had taken years to at last master the spell testing to
force life onto this nearly physical body of water, and with it, a
sort of bubble to coat it, so that anything that touched it wouldn't
be sucked in to their sure doom. Though once the life was put onto
the being, it was confused. It couldn't speak, but it could see and
comprehend.
And so the witch had a child. What was to be done next?
Well, the witch was old. She had to teach the toddler 'brained' kid
everything that a normal one would, and more, including how to speak.
And when the day for her death had come--
seventeen years later-- the water being was
lost. It hadn't known what death even was, but the witch had told
him very clearly...
"Use your power for life," and at that, she had forced her
energy-- however painfully-- onto it, and then she had passed.
Her name was Laurena Foxton, and had named him Jay Foxton.
Spell Discovery:
(Here is where I shall specify what he has learned, and there is a
downside to -everything-)
Human-like Form: Allows him to create the illusion that he is human,
as his 'bubble' cover acts as skin. If it pops, he will not spill,
do note, though it'd weaken the spell in that area.
Water Shapeshift: he can change from human shape to that of a
puddle, so as to slip through drains and such. The downside to this
is that he can't interrupt it once it's being done, and can only
change back when he's in a space big enough to support his body
size.
Minor Dominion: He has a very small hold over water, such as when he
enters the water, he will never get wet.
